Durable systems change depends on slow, relational and inner work — “Scaling Deep” — that is systematically under-resourced because it does not fit metrics-driven funding and evaluation. The report argues that Scaling Deep (inner development, community connection, narrative work, engagement with power) complements the familiar scaling up and scaling out, surveys the structural barriers keeping this work marginal within philanthropy, and proposes shifting evaluation from metrics to learning — ten principles for learning infrastructure drawn from named practitioners and nine case stories, closing with funder reflections on relationality, trust and justice over control and short-term metrics.
